Most of the academic institutions in Ukraine are public. As of the 2014/2015 academic year, there were 520 public higher education institutions and 144 private ones, with the latter enrolling only 9.2 percent of all students; 387 higher educational institutions are accredited at the first and second levels, while 277 have obtained the third or fourth level of accreditation.

The majority of students (85 percent) were enrolled in the larger third- or fourth-tier multi-faculty educational institutions. There are four Ukrainian universities in the 2019 Times Higher Education World University Rankings, Ivan Franko National University of Lviv, Lviv National Polytechnic University, Taras Shevchenko National University of Kiev, and Vy. Karazin Kharkiv National University.

The 2019 QS World University Rankings includes six Ukrainian universities, Karazin Kharkiv National University being the highest ranked at 491st.

In September 2017, the Verkhovna Rada passed the latest revision of the Higher Education Law, which increased student participation in the running of universities, linked financial aid to higher costs of living, improved financial transparency in higher education institutions, imposed limits on tenures of university chairs and deans, and fostered greater Academic independence.
